Overview

Property owners desiring sewer service for new construction, second units, additions, septic system conversion or other forms of development should contact the District to obtain specific instructions and guidelines for completing a connection.

The process is often facilitated by meeting with District staff in person to discuss your project early in the process. Call us at (805) 684-7214 to arrange a meeting or to discuss the process.

Annexation Required

If your property is not already within the District’s legal service area boundary, you will be required to undertake annexation proceedings. This is a formal boundary change process administered by the Santa Barbara Local Agency Formation Commission (LAFCO). Please contact the District to obtain completed information and requirements for annexation. District staff will typically work with applicants to navigate this process.

Accessory Dwelling Units

Accessory Dwelling Units (ADUs) are generally exempt from Development Impact Fees pursuant to State Law.  However, they normally fall within the District’s definition of a “dwelling unit” and are assessed Sewer Service Charges (SSCs) annually.  For new ADU’s a pro-rated SSC will be collected at the time of occupancy and a sewer construction permit will be required for any exterior plumbing modifications.   The City of Carpinteria or the County of Santa Barbara may require applicants to provide an Intent to Serve letter from the District.  To obtain an Intent to Serve letter complete and submit the District’s ITS Request Form that can be downloaded here.
