There is a fee to connect to the District’s sanitary sewer system. This connection fee, which is referred to as a Development Impact Fee or DIF, is intended to recover the actual cost to provide capacity in both the collection system and the treatment facility necessary to serve the new connection. The DIF represents the pro-rata contribution required of new users to “buy-in” to the capital facilities that have been paid for by existing customers.
The Carpinteria Sanitary District Board of Directors adopted Ordinance No. 13, effective as of July 1, 2011, which established a baseline DIF of $2,936 per equivalent dwelling unit (EDU). This rate was in effect for the 2011/12 fiscal year. Ordinance No. 13 also includes a provision that allows for annual inflationary DIF adjustments. The DIF is adjusted on July 1st of each year, based on the change in the Engineering News Report Construction Cost Index (ENR-CCI, 20 City Index) for the prior calendar year.
For the period from July 1, 2016 through June 30, 2017 the DIF is $3,324 per EDU. This reflects an inflationary adjustment of 2% consistent with the change in the ENR-CCI.
